09f9633cb6 Bump PORTREVISION for ports depending on the canonical version of GCC
in the ports tree (via Mk/bsd.default-versions.mk and lang/gcc) which
has now moved from GCC 6 to GCC 7 by default.

This includes ports
 - featuring USE_GCC=yes or USE_GCC=any,
 - featuring USES=fortran,
 - using Mk/bsd.octave.mk which in turn features USES=fortran, and those
 - with USES=compiler specifying one of openmp, nestedfct, c11, c++0x,
   c++11-lib, c++11-lang, c++14-lang, c++17-lang, or gcc-c++11-lib.

ac3fa441a4 net/p5-Net-ACME2: update 0.12 -> 0.21
- BREAKING: poll_authorization() and poll_order() now return the objects

e011e2dcbb net/owamp: Unconditionally define a private timespecadd
net/owamp assumes that if timespecadd is defined, it's identical
to the two-argument version found in the FreeBSD kernel.  However,
the three argument version found in NetBSD and OpenBSD is actually
more common.  An upcoming commit to head will replace FreeBSD's
version with the NetBSD version.  So net/owamp shouldn't assume
that if FreeBSD defines timespecadd, it's defining the 2-argument
version.

b817a5b90e PHP 7.1 and PHP 7.2: add TEST_TARGET to all extensions
This enables "make test" in every extension and eases
the test of changes to PHP.

I did ignore PHP 7.0 intentionally since it only receives
security updates and will EOL at the end of the year. Therefore
no great amount of work is expected for 7.0.

fdc7af6999 Add TrustedBSD MAC(4) support to ntpd.
These changes add support for running ntpd as non-root, and improve support
for the --jaildir (chroot) option when running on freebsd. These correspond
to the changes made in the base system with r336525.

The new patches in this change are exactly what was submitted upstream in
https://bugs.ntp.org/show_bug.cgi?id=3509

34df8bdb31 Remove redundant kld from CATEGORIES if a port uses kmod.
"USES=kmod" already adds kld to CATEGORIES so it is unnecessary to set
CATEGORIES to kld explicitly.

798d4541aa Add net/py-pyicap: Lightweight Python framework for writing ICAP services
A Python framework for writing ICAP servers (RFC 3507).

ICAP is a protocol that is used by HTTP proxies to ask a separate service (an
ICAP server) to do modification on HTTP requests and responses it proxies. Such
proxy is an ICAP client.
ICAP can be used to check permissions, scan viruses, place ads or otherwise
modify the headers, content or request URL or HTTP requests and/or responses.
These can be done without modifying the proxy server's code.

The popular proxy software Squid 3.x supports the ICAP protocol, and this
framework was tested with Squid3.
