Alan Somers a60d9df4ce devel/kyua: Install kyua.conf as a sample file 
Previously, kyua upgrades would override users' changes to
/usr/local/etc/kyua/kyua.conf.  Now the upgrade will only affect
/usr/local/etc/kyua/kyua.conf.sample.
