Satoshi Asami 02b71db7e7 Fix this Makefile up big-time.
(1) Standardize (move variables around).

(2) Finish writing the *_DEPENDS line, which all ended in mid-sentence.

(3) Move docs from share/pgperl to share/doc/pgperl.
