Brooks Davis b5b1ffb369 Add security/hpn-ssh, a high performance SSH based on OpenSSH, after a 
repo-copy from security/openssh-portable.

HPN-SSH is a set of patches to improve the perfomance of bulk transfers
such as scp over long-fat pipes.
