Volker Stolz 0538e0c5f9 - Sanitize plugin-directory handling: Plugins should not try to remove lib/icq
- Adapt one port to USE_LIBTOOL while here
- Mark licq-jons-gtk-gui as BROKEN: It's based on licq-1.2.4 which makes it
   incompatible with 1.3.0 (builds fine but doesn't run)
