Baptiste Daroussin 05bbadc591 Finish USES=pgsql
Add WANT_PGSQL=client support
Do not test WANT_PGSQL if it is not defined
Fix a couple of typos makeing it unusable
add WANT_PGSQL=lib (default it nothing is specified)
only depends on library if no WANT_PGSQL is set or lib is explicitly
added to WANT_PGSQL
