- Switch off by default DOCS option for Doxygen docs to DOXYGEN
- Switch DOXYGEN bits to options helpers
- Standardize on the more prevelant ON/OFF CMAKE flags
- Set USE_LDCONFIG=yes as ${PREFIX}/lib is the default
- Add gdcmviewer to DESKTOP_ENTRIES
