Mark Murray ee217b0771 Add a seerver for Action Half-life using the excellent master/slave 
Half-Life modports system worked out by the current HL port
maintainer(s).

Any problems with this (I took a bit of a gamble with the master
sites), go right ahead and fix as appropriate.
