Joe Marcus Clarke aa6975c85b Switch to using the correct DocBook version (4.4), as well as depend on 
DocBook 4.3 because some port (like gnomeapplets2) need it.  This prevents
needless HTTP traffic when build GNOME ports that install documentation.
