Gerald Pfeifer 90876c2955 Update to the 20210114 snapshot of GCC 8.4.1. 
This brings a back port for x86 and a number of "infrastructure"
improvements for libstdc++.

The 20210107 snapshot did not bring any changes, so we skipped it.
