Implement the GNU extensions of mbsnrtowcs() and wcsnrtombs(). These are

convenient when the source string isn't null-terminated.

Implement the other conversion functions (mbstowcs(), mbsrtowcs(), wcstombs(),
wcsrtombs()) in terms of these new functions.
