Code Issues Releases Activity

Allocate a header mbuf for the start of the encapsulated packet.

The rest of the code was treating it as a header mbuf, but it was
allocated as a normal mbuf.

This fixes the panic: ip_output no HDR when you have a multicast
tunnel configured.
