Use rc.subr(8) appropriately:

- utilize default methods instead of rolling local ones;
- avoid to specify BEFORE conditions we don't really need
  (pflog will be REQUIRE'd by pf);
- omit extra decoration from warning messages, warn() will
  decorate them sufficiently.
