New release notes: new crashdump infrastructure, cdcontrol(1) speed,

fsdb(8) blocks (+MFC), who(1) -H/-T/-m/-u/-q, xargs(1) -L, general
note on SuSv3/POSIX.1 conformance.

Modified release notes:  The system awk is now BWK awk (noted in three
places), uudecode(1)/uuencode(1) -o/-m (+MFC), xargs(1) -I/-J.
