Add ${DEBUG_FLAGS} to CFLAGS in bsd.kmod.mk, not in scattered module
makefiles. Bad examples in fxp/Makefile keep getting copied to new
makefiles.

Move mlx from x86-only to generic. It builds on the Alpha and is in the
common conf/files for the main kernel..

Removed special rules for building and cleaning device interface files
and empty options files. The rules are now generated automatically in
bsd.kmod.mk. Cleaned up related things ($S and ${CLEANFILES}).

This is a driver for the Mylex DAC960 family of integrated RAID
controllers. It currently supports the P, PL, PD and PU variants,
