Reorganize targets/pseudo/userland
...
This target mainly exists to help check things build.
Eventually targets that build real packages or images will be more
important.
As such move the pseudo targets that only exist for the benefit of
'userland' to under it.

Adapt based on whether 'mk' wrapper is used.
...
If 'mk' is used we can expect SB_NAME to be set.
Use 'mk' versions of command suggestions.
Otherwise 'make' version - a bit more cumbersom.
