Make a separate .elif section for MACHINE_ARCH==powerpc, and subdivide
the MACHINE_CPUARCH values under it. If at some point more sanitizer
libraries become available for powerpc CPU architectures, they can be
added before the "nothing for other powerpc yet" case. Similar for the
MACHINE_ARCH==arm case.

I reorganized the libclang_rt Makefile in e77a1bb275 to make it more
readable and maintainable, but the check for 32-bit powerpc was wrong.
This caused almost no libclang_rt libraries to be built for powerpc64
and powerpc64le.

Upstream has made more clang runtime libraries available for more
architectures, so add them. To make this easier, split up subdir lists
into functional parts (asan, tsan, etc), and put each architecture into
its own .if block.
Effectively, this adds the following libraries for aarch64: asan, cfi,
fuzzer, msan, safestack, stats, tsan, ubsan, xray.

During the llvm-17 merge, a few new source files were not added to the
libclang_rt Makefiles, in particular sanitizer_thread_arg_retval.cpp
which is now required for AddressSanitizer and MemorySanitizer. Also,
MemorySanitizer now requires msan_dl.cpp.
While here, clean out a number of source files that compile into nothing
(because they only contain non-FreeBSD parts). Also, remove a duplicated
instance of tsan_new_delete.cpp from libclang_rt.tsan, since it is only
supposed to live in libclang_rt.tsan_cxx.

Headers from src/include were in the runtime-dev package but
subdirectories of src/include ended up in utilities-dev by default.
Neither package is a good choice - the headers in src/include are not
useful without the libraries contained in clibs-dev.
This moves the standard C headers to clibs-dev (C++ headers are already
in this package). While working on this, I found that various clang
libraries and headers were also bundled into utilities-dev by default
so these are also moved to clang-dev.
I also added a FreeBSD-build-essential meta package to make it simple to
install all the toolchain parts.

Some of the sanitizers from compiler-rt can use ignore lists, which are
loosely modeled on valgrind's example. Upstream provides default lists
for AddressSanitizer, CFI, and MemorySanitizer, so install these in the
expected location, /usr/lib/clang/14.0.3/share.

1. Merge LLVM's 315d792130258a9b7250494be8d002ebb427b08f, adding support
for FreeBSD/powerpc64*.
2. Add sanitizer list to lib/libclang_rt/Makefile, taken from the list of
libraries that llvm-devel port builds.
3. powerpc64le supports the same sanitizers that powerpc64, but powerpc64le
also supports xray* sanitizers.
4. lib/libclang_rt/xray/Makefile hardcodes amd64-specific files, so that needs
to be conditionalized.
5. Sanitizers are not enabled for powerpc, because powerpc supports only
builtins and profile.

This adds two new options WITH_ASAN/WITH_UBSAN that can be set to
enable instrumentation of all binaries with AddressSanitizer and/or
UndefinedBehaviourSanitizer. This current patch is almost sufficient
to get a complete buildworld with sanitizer instrumentation but in
order to actually build and boot a system it depends on a few more
follow-up commits.

With an out-of-tree Clang, we can use the -resource-dir flag when linking
to point it at the runtime libraries from the current SYSROOT.
This moves the path to the clang-internal library directory to a separate
.mk file that can be used by Makefiles that want to find the sanitizer
libraries. I intend to re-use this .mk file for my upcoming changes that
allow building the entire base system with ASAN/UBSAN/MSAN.

Otherwise, programs compiled with -fprofile-instr-generate will
encounter undefined symbol errors during linking, for example
__llvm_profile_counter_bias, lprofSetRuntimeCounterRelocation and a few
others were missing from the profile library.

I noticed that this part of the build was taking much longer than
expected. Turns out it's due to not running the subdirs in parallel.
Reduces `make all` inside lib/libclang_rt time from 63s to 20s with -j32.

Assume gcc is at least 6.4, the oldest xtoolchain in the ports tree.
Assume clang is at least 6, which was in 11.2-RELEASE. Drop conditions
for older compilers.
