Justin Hibbits a1c1634858 Stage one of multipass suspend/resume
Summary:
Add the beginnings of multipass suspend/resume, by introducing
BUS_SUSPEND_CHILD/BUS_RESUME_CHILD, and move the PCI driver to this.
