In order to consistently provide access to all (including reserved) TCP header flag bits, use an accessor function tcp_get_flags and tcp_set_flags. Also expand any flag variable from uint8_t / char to uint16_t. Reviewed By: hselasky, tuexen, glebius, #transport Sponsored by: NetApp, Inc. Differential Revision: https://reviews.freebsd.org/D34130
