ob-exp: During export ignore Babel code under commented headlines

* lisp/ob-exp.el (org-babel-exp-process-buffer): Skip code under
  a commented headline.
* testing/lisp/test-ob-exp.el (ob-export/export-under-commented-headline):
  New test.
