org-persist.el: Do not use hook depth unnecessarily

* lisp/org-persist.el: Do not use hook depth to define the order of
`org-persist-gc' and `org-persist-write-all'.  Rely on default
behaviour of `add-hook' instead.
(org-persist-register): Use default hook depth.
