mk: Expand shell commands once only

* mk/targets.mk (GITVERSION):
(GITSTATUS):
(DATE):
(YEAR): Only expand the variables once, not in every make sub-process.
Previous code ran pwd/date/git in every make sub-process, slowing
things down significantly and unnecessarily.
