Mention COPYING in READMEs.
Fix the header of ob-fortran.el (see this fix in Emacs trunk:
http://lists.gnu.org/archive/html/emacs-diffs/2012-09/msg00365.html)
Specify that org-colview-xemacs.el is *not* part of Emacs.
Specify that org-element.el is part of Emacs (prepare the sync.)
Add COPYING in the release (mk/server.mk).
Delete README_DIST.
Use README as the readme file for the distribution.
Use README_ELPA as the readme file for ELPA packages.
New README_git file to describe readme files in git.
Update mk/server.mk to include the correct READMEs.
Update mk/set-version.pl to update README.
Add some more help info in mk/server.mk.
The latest XEmacs package release does now contain a modern version of
outline.el, put there by Michael Sperber.
* Makefile: Remove targets related to noutline.el.
* README: Remove the entry for the xemacs directory.
* README_DIST: Remove the entry for the xemacs directory.
* doc/org.texi (Installation): Remove the special installation
instructions for XEmacs.
* lisp/org.el (outline): Remove special code to load noutline.el
for XEmacs.
* xemacs/README: File removed.
* xemacs/noutline.el: File removed.
* xemacs/ps-print-invisible.el: File removed.
This required changing the Makefile.
I also added a new program set-version.pl that can be used
to synchronize the version number in all core files of the
distribution, along with the web files.
