CPE_VENDOR=kde is already set in Uses/kde.mk so adding cpe after
kde in our USES line makes sure that it's picked up properly.

- drop unnecessary OLD_CMD (this is one of the standard replacements,
at least in combination with allowing all current Pythons)
- don't add to MESON_ARGS, assign instead (they start out unset)
- allow all relevant Pythons (any of the supported Python 3 versions)
- use HTTPs by default (the http link redirects there anyway)
- shebang all the Python scripts, even the ones not actually installed.
- Amend USE_GNOME and convert to static pkg-plist as suggested by the
stage Q/A; particularly, the latter should help track changes easier
- Add PORTSCOUT to limit the scope to versions we're interested: before
it was picking up bogusly named `lablgtk2188' tag which corresponds to
the older version 2.18.8; new tags are named sanely and consistently
- Push option definition and description block lower within the Makefile
where it normally belongs
- Synchronize port description with upstream and remove references to
${PREFIX} and ${PORTNAME} from it as they are not expanded and this is
not the right place to point users to the installed documentation in
the first place; actualize WWW line while I'm here

calling it at build time.

- Update GNU Astronomy Utilities to the latest version 0.16
- Use `install-strip' so that installed library gets stripped
- Do not try to run the tests across entire source code, they
are confined to a single subdirectory (makes the build log
less noisy)

After working on (and largely maintaining) our GCC ports for more than
19 years, time has come to hand over the baton. Sadly despite multiple
requests nobody stepped up, so return this port to the pool.
Still happy to provide guidance and a helping hand, for example working
with upstream or on operating the (crucial) nightly testers I have been
running.
The original sumbitter adds non-official HTTPS mirror but I'm not sure
where it comes from and whether reliable or not. So I'm doing simple
substitution s/http/https/ for HTTPS available sites.
Most of ports are already switched to to HTTPS site.
misc/hicolor-icon-theme is the only left port.
