Use group root for /etc/localtime on Linux. 
Arch Linux kept changing the group to root, so this change is to avoid unexpected "changed" entries in the ansible diff.

Build rust-analyzer on FreeBSD. 
The official FreeBSD package rust-analyzer crashes. I suspect this is because its built for rust stable which conflicts with the rust-nightly I have installed.
